Upon arriving at the county office to receive rewards, they find the county is impoverished, so the magistrate quits and appoints Zhou Wen as magistrate and Yuan Hua as his advisor. Facing a major case involving the son of the prefect killing a man in the street and a witness being bribed, Zhou Wen searches the county chronicles for clues while Yuan Hua uses modern interrogation techniques to break the suspect's confession.
