Tide of the Year in Haicheng

In the 1970s, thousands of people from Lucheng illegally crossed into Haicheng, causing a surge of refugees and severe social disorder. The government ordered strict crackdowns on smugglers, punishing them with deportation to Lucheng, imprisonment, or execution. Gravely ill Lin Yici smuggled her daughter, Lin An'an, to Haicheng with the dying wish for An'an to find her biological father, Huo Jingye.
